While it's clear that it is a pro-n**i flag I'm not sure of the purpose behind. I've found the Union Jack with the swastika:

It was the emblem of the 'IMPERIAL FASCIST LEAGUE' ; this British Fascist Movement was led by Arnold Spencer Leese and operated from 1928 until 1939.

But your flag has one part that's the US flag... I'll keep on digging for a while to see if I can figure it out. It's obvious that it's probably fascists from both countries that's behind it, but there should be more.

Later on the author says "This is not an image of What Is. This is an image of What Could Be." But I don't know if he's referring to the flag or to the picture that has been removed. Do scroll down the page and read the discussion.

It's connected to "The Coalition of the Willing" and it's a cyber nation thing from around 2006 (that I don't think is still in existence). There also seems to be a connection to the film "V" (for vendetta).
