What is the method teachers use to choose students for each class?

I know teachers obviously have to put a little more thought into it for others because of how they get along, but do teachers just randomly choose which students go into each class for homeroom?

In general teacher do not have any say in this matter.

There is usually an administrator who is in charge of student scheduling. If that administrator is open to it, he takes suggestions on personality conflicts. More often, he simply looks at the needs of the kid.

My students start September 2, I will know who I get that day.

In my school the counselor creates the class lists.  I will not know who my students are until about a week before school starts.

At our school, the asst principal does the assigning of the classes.

Teachers do not get to choose their students at my school!  I wish I could because I'd pick all the well-behaved, smart kids!  

The principal and/or assistant principal do the assigning of students to classes.  

Some influence is given if the previous teacher makes note that certain students need to be split up.  Usually gender is a factor.  Sometimes they ability group based on the performance.  But, generally they just try to split up the classes from the previous year, try to get an even mix of boys and girls, and an even range of abilities.

Where I teach the previous years teachers suggest what students should not be together or who have major personality conflicts with another student.  From there it's random based off of the classes they are supposed to take and if there parents requested a particular teacher.  Once the school year starts we are allowed to move a few students around if they are in an advanced class and shouldn't be there or the opposite.  Or if it becomes obvious that two students can't be together.
