  1. I cannot give a figure for an Indian railway, but I will say that it would be measured in litres per kilometre, not kilometres per litre.

    An average diesel in North America (and any diesel in the 3000-4000 hp range) will consume in the range of 140 to 180 gallons (530 to 700 litres) of fuel per hour in full throttle.  So assuming they are in full throttle, their mileage would vary depending on how fast they are going--anywhere from 6 litres per kilometre for a locomotive moving around 100 km/h to over 45 litres per kilometre for a locomotive moving at 15 km/h.
