Same anywhere in the US.  17 for a Private Pilot License.  It's the first step, allowing you to carry passengers.  Sorry, I stand corrected....17

There is no age limit to start taking lessons but you would have to be 16 to solo in a powered aircraft, 14 to solo in a glider.
