  1. I can't speak specifically for Georgia, but here is some general information that likely applies:

    The vertical clearances are defined by the National Electric Safety Code (NESC) and depend on a few factors.

    - Voltage of the wires

    - What is underneath the wires (i.e. restricted access highway, regular highway, streets not succeptable to truck traffic, railways, pedestrians only, etc.

  2. !3 feet  of going over a road but if you see lines low to the ground you should contact the utility and notify them. The lines should not go across any structure either.
