The answer to your question depends on the state.  The reason the state matters is:

1) Some states recognize "Rape of a Child" laws which criminalize s*x with a child 14 and younger (generally) and punish them harder then most s*x crimes.

2) Certain states will allow 16 year olds to be prosecuted as an adult.

Assuming that the defendant is prosecuted as an adult, a 20+ year sentence is quite possible.  This is because it would be second degree rape with an aggravating factor (rape of a child).  If rape of a child isn't recognized in your state, it is possible that the DA would bump the charge from 2nd degree rape (which is a "standard" rape charge) to first degree rape.  This would also yield a 20+ year sentence.  

The odds of the defendant being charged as an adult is quite high because of the age of the victim.
