  2. Light bulb efficiency goes by specifications and any given brand is going to sell high efficiency and low efficiency options. In addition to lumens-per-watt you also are going to need to consider color-temperature, color-rendering-index, and bulb life.

    The most efficient TYPE of bulb (for most purposes) is a T8 style high-output tubular fluorescent lamp. Personally I'd recommend a 3500-5000K color temperature for most applications, and a color rendering index of at least 70.

    Osram-Sylvania is a well known manufacturer that makes quality lamps of this variety.

    If you're only looking for compact-fluorescents, look for anything with the "energy star" label. GE makes some good ones. The ones Ikea sells are kinda lousy in my experience - lower life, lower color rendering, longer warm-up time...

  3. The most energy efficient light bulb out there today is LED. There are several new lighting options for LED, they give off great light, use the least amount of electricity, they last the longest and create the least amount of heat. Unfortunately they are very expensive and choices are limited.

    Second best are the CFL. There are styles to replace almost any incandescent light bulb. They fit fans, those big hollywood vainty bulbs, outdoor bug lights. And for those that hate the look they even have bulbs with glass covers so they look like the old style.

    If considering replacing fixtures try to find lights that take fewer bulbs, so no matter what you use you are conserving. Also don't use a brighter wattage than you need.

    Of course to truly conserve energy you should take advantage of natural day light whenever possible. When arranging rooms, put work areas near windows.

  5. LED lighting is the best - it uses the least amount of energy, will last 50,000 hours and gives off very little heat which means that the radiant heating systems have to work to compensate for that heat generation.  

    It's more costly to buy, but think about not having to change light bulbs for 10+ years.
