What is the most efficient way to build a basketball court in the front yard?

So we are looking to put a court in a 28' by 32' patch of flat land in the front of our house. The land is raised about 3 feet above the city sidewalks with a brick retaining wall but the court will butt up as close as possible to this wall to get the most space. Anyways,the court will be under heavy use (dunking hard on the hoop, BBQing hard on the court, etc) so we want to do this right.

Would we need to get any permits to do this?

I really don't know much about concrete, but it seems like putting a square concrete patch shouldn't be so hard? I have nearly infinate amounts of manpower to dig, mix, pour, etc. The rough idea I have is dig out about 12" of soil, lay 4" of the cheapest gravel, rent some forms and lay those with some rebar, then have a company come pour it? or would bagged concrete be cheaper/better? do we need a vibrator or something to settle the concrete? Does it need to be sloped toward the curb for runoff or something?

How would we set the hoop in?

Then comes a big question, what kind of hoop should we get? I was looking at some hoops like they have at parks that are simple, but sturdy.

Would we set it in the concrete, or bolt it in? I think I can recall seeing it done both ways.
