What is the most energy efficient room heater?

I am reviewing the energy efficiency of my office and planning ahead for the winter. Can anybody tell me what type of heater is most energy efficient?

The most effcient would be floor heating but that needs to be placed at contrsuction.  With a already established floor the next best thing is base board heat.  It can be installed easily and is still rather cheap to purchase and install.  Its electric and the great thing is each room can be controlled individually.  The heat starts out low where you want it and rises of course so the whole room gets heated and tends to stay warmer.  If you contact me i can direct you where to look.  I also have some info on a great new way for homeowners to get solar electricty that is dependable and also very affordable compared to the costs of older systems.  Please get back to me.  Thanks  Curt
