I would say New York solely because of the population. LA would fall in a close 2nd.

NYC on both -A really funny way to prove that is to pick an ethnicity , pick up a phone book(s) and see if you can find  a restaurant that serves that cuisine and grocery store that carries the necessary ethnic ingredients
