Both belongs to Mahoromatic.

For the manga, it comes from Book two "Slight Cloudy with a chance of panties" when Mahoro must do battle with Ziguraghi, the ninja panty bandit.

Anime is the "Summer TV Special", when Mahoro tries to find ALL of Suguru's ecchi stash
