What is the most kid-friendly city in Mexico????

Of these Mexican cities below, which one is the most kid-friendly (for ages 1 - 5)??? Please help me plan our vacation.

Cancun

Ixtapa

La Paz

Loreto

Los Cabos'

Manzanillo

Mazatlan

Puerto Vallarta

  1. I'm going to say it's pretty equal between Puerto Vallarta, Cancun, & Mazatlan.  The resorts in these areas almost always have on site babysitters, children's activities, kiddie pools (some with slides), mazatlan has a waterpark, puerto vallarta has an esp fun kid dolphin swim experience.  All three have great beaches for kids to play.  

    Living in PV, I know a little more about this place than the others- There are arcades, clowns entertaining on the street, plenty of beachfront restaurants that have beach toys for building sand castles while you eat.  There seems to be much more of a "tolerance" for kids running amuck than in the states-  the locals looooooove children!
