The best way  to get new readers is to create good content. Update your blog as often as possible. If you create something worthwhile people who find it may stay and they may tell their friends. Pay for advertising if you want or there are sites made for free advertising. You could try sites like Digg as popular stories get high traffic, but it usually doesn't stick around.
