The most famous one is the Hertz horn. Those thing could blow a hole the size of room in the hull of a ship.

Probably any of the anti - tank mines out there.  As far as anti-personel that distinction would probably have to go to the nasty bouncing betty.  Once triggered it jumps up out of the ground then detonates taking out the whole squad.  Maybe not biggest boom but most effective.
