The highest I've seen is 500,000 volts.  

A taser has 50,000 volts, but less than 1 Amp.  

If you're looking for self protection though, I'd go with this version of the taser!

A handheld is only good while you hold it up to the person, but the shot gives you 30 seconds to escape!

If you really want to stun someone you need to smack them upside the head with a 2X4 that's been soaked in crankcase oil for about 30 days.
