Talking totally depends on the bird...and the owners dedication and ability to teach it. I'm not gonna jump on the bandwagon and say african greys are the top talkers, since I have seen some that didn't talk at all....It depends on the bird. Quaker parrots in speech ability rival an african grey. Their are many birds out there that have the ability to talk well.

eclectus (my male says over 50 words and he's only a year and a half old!)

African Greys have the mental capacity to develop the language skills of a five year old child.  I used to hand raise birds, and greys are very good with language and have a great ability to mock sounds.  Mine would sing "Good morning how are you".  

I will warn you that they are very loyal birds, and have a tendency to like only one person.  For that reason I would recommend that you buy them from a breeder or an independent seller when the bird is fairly young.  If the bird is still being hand fed, this is a good time to buy the bird as it allows you to make that connection with them.  Have them show you how to feed the bird properly, and you will have a friend for life.  Please consider clipping the wings.  My grey once flew out of the house and was in the tree in my front yard for two hours before he decided to come home again.  Good luck with that.

Not all birds are guaranteed to talk some have more of an ability than others but it depends on their personalities. It also depends on how much you work with the bird some that are supposed to be the best talkers may NEVER say a word.  You don't want to buy a bird just based on that.  Also sometimes the bird may say some rather choice words that you wish he never would.  If you are not experienced in HANDFEEDING a bird do not purchase one that is not weaned!!  It can bond with you just as well after it has been weaned.  Have seen and heard to many horror stories of people aspirating their birds because they didn't know how to properly hand feed a bird.

African and Timneh Grey's are the stars of show as far as talking parrots go.   Large Amazons are extremely talkative as well. This also includes the Panama, Blue Fronted, Yellow naped and Double Yellow Headed Amazons as well.

Eclectus and Lories are great talkers as well although they are not well known for their ability to do so
