  1. Useful or useless?

    Useful  -   Dept. of Defense.

    Useless- All the rest.

This is a pretty tough question, as I favor the abolition of all of these unnecessary agencies.  From the government's perspective, it is obviously the Federal Reserve, which counterfeits more money whenever the government needs it (though the IRS is a close second).  The Post Office does deliver mail correctly (usually), but it still provides pitiful service and should have been privatized decades ago (even the People's Republic of Europe has private post offices).

    In terms of usefulness to liberty, I'd say the Supreme Court, although the Court is extremely bad a good bit of the time.  They have been right though on their last 2 major decisions (upholding habeas corpus and upholding the 2nd Amendment).

    It actually funds itself while competing in the open market.

    Although the military itself is well run, the DoD is a fiscal black hole where vast amounts of taxpayer dollars disappear into the pockets of various contractors.
