The latter is somewhat more useful since it allows email by department while the first sends all English language communications to a limited number of  contact points.

You should also be advised that each arrondissement has its own "city hall" and administration and the areas of responsibility for the overall municipal government and "local" government are split. Moreover, the prefecture of police has its own area of responsibility.
