  1. Are you thinking of a hydro-plane type of boat?  It floats on the water when standing still but when underway raises up mostly out of the water and goes pretty fast.

    Or, there are also hovercraft which can go over the water just above it with nothing in the water.  Big fans push air down and support the vehicle and a propeller blows air behind it to push it along.  There are rudders to turn it just like an airplane.

  4. I think you thinking of a jet boat which can run in very shallow water which are common up here in alaska.

    The boat sucks up the water just foward the stern and is run through a pump and pumped through nozzles in the rear of the boat. the nozzles are just below the waterline allowing it to run in shallow water.
