  1. You're probably thinking of V.L. Makarov

  2. In my view, the best exponent of  contemporary econometric theory, comes from Polish economist, Michael Kaleccki. For a while was a contemporary of Keynes, but until his death. Lol a lot economists  have studied the mathematical applications that come from his theory,  mainly, underdeveloped countries. Also there are different opinions, that think that he  was another follower of the current neo marxist.

    V. L  Makarov,  is characterized by his  advanced mathematical concepts and it practical application on the economic theory . The "Man-Machine Methods for Solving Large-Scale Economic Planning Problems" is one  of the  best contribution of this  theory.

  3. "Although the first known use of the term "econometrics" was by Pawel Ciompa in 1910, Ragnar Frisch is given credit for coining the term in the sense that it is used today."
