There is a law or theory in seismology that when a tectonic plate moves, other plates, even those on the other side of planet will move, thus causing an earthquake or slight tremors.

Also, what is the possibility that an earthquake will occur in the Western states due to the current seismic activities in China?

  1. When the earthquake releases the force in one side as per Newtons law  when a force is released in one direction there will be an equal and oppsite reaction will be there. As per his formula there will be an opposite reaction on the other side of the earth.

  2. I don't believe there is such a law, but you could call it continuity of stress, or something like that. I think that seismic activity in China would have little or no influence on seismic activity in North America.
