Do you mean the barrier that keeps you from running into the pumps?  It's called a barrier.

You could buy one from any contractor that does parking lot and concrete work.  It would be cheaper, though, to buy two 6' pieces of eight to twelve inch pipe from a salvage yard.  Dig a three foot deep hole for each one, half again as big around as the pipe.  Set the pipe in the hole, and surround it with concrete.  After that concrete is dry, fill the inside of the pipes with concrete.  Paint the pipe yellow.

Are you talking about the bollards that protect the gasoline dispensers from being hit by cars?  If they're U-shaped, they're typically referred to as machine guards.  Bollards just look like a cylinder on end.

Depending on how many you need, you can check with a supplier like Grainger ( http://grainger.com )or McMaster-Carr (http://mcmaster.com ), or I'm sure a local ironworks could make them up for you.  I found some on labsafetysupply.com as well.  The online ones are all bolt-down units, but if you want them concreted in place, the local ironworks can make them longer for you.
