Looks like the flock wallpaper in Indian restaurants to me, but I think it is trendy just now to go back to wallpaper, because a) shops want to sell paper and b) its a trend to have a "feature wall".  Give me paper to paint over any time.

I think I would call it "Fred", it looks like a "Fred" to me.  What do you call it?

It also looks like an arabesque type pattern - but I'm no expert.

It's called "Venetian". It is actually a velvet on wallpaper that comes in black or red. Sherwin Williams has a pattern that's close, it has a 21" repeat runs about $25 US/roll. Venetian from Venice and the pattern replicated the Venetian Urns that were used to carry "fresh" water into the villas for their baths.
