  2. National Federation of High School Associations rules call the official on the ladder the "referee" and the one on the floor the "umpire."

    NCAA 2005 Volleyball Rules (Rule 18) calls the official on the ladder the "first referee" and the one on the floor the "second referee."

    However, it is common for players just to use the terms "up ref" and "down ref."

    At the High School level, line judges are optional, except during a State Finals/Championship series match.  At the college level, especially in the lower divisions, line judges are often volunteers and are not certified or uniformed.  In the higher divisions (like NCAA D1), the line judges are usually certified and uniformed officials.

    The "up ref", "down ref", line judges, and scorekeepers are all considered part of the officiating team.

  9. There are 2 people the officiate a volleyball game. The one that's on the stand is called the Up Ref or 1st Referee. They really control the game. The 2nd person, who stands on the opposite side of the Up Ref, is called the 2nd Referee or Down Ref. They are responsible for substitutions and net and center line violations. There are also line judges on opposite corners who signal to the Up Ref whether the ball is in or out, if there is a foot fault (by the server), and if the ball was inside of outside the antenna. At the score table, there are 3 people. A scorekeeper (who takes care of subs, rotations, and all that), a libero tracker, and the "flipper" (who flips the scoreboard).
