My vote goes to North Korea with 1/3 of the population struggling to find food and eating tree bark I really really don't want to live there.

But I'm wrong apparently all ten of them are in Africa

try Haiti it's my native country.

It went from a 3rd world country to a 5th world, which is seriously POOR.

Lots of poverty there. Don't if it's the poorest but it's certainty poor.
