if you mean a person who uses a bladed machine[like a jigsaw] that hangs from the ceiling and cuts carefully around a paper template positioned on top of multiple layers of fabric to a particular shape he/she is called a *cutter* i think

I don't know of a special name other than "cutter" (Vectran textile dictionary), but that is more of a wholesale term, not retail.  I also suspect the term will vary greatly by country and business.
