Portugal currently holds the Presidency of the Council of the European Union (EU Council). The EU Council is made up of the heads of government of all the EU member countries and the Presidency rotates every 6 months. They in turn elect the President of the European Commission, which is probably the closest thing the EU has analogous to the UN Secretary-General or chief executive. The Commission's current president is José Manuel Barroso.

President of the European Parliament is Hans-Gert Pöttering

These are the three presidents of the European Union, none have the executive powers of Prime Ministers or Presidents of individual countries.  However, the most powerful of the president is the President of the European Council as it is the most powerful part of the union.
