What is the name of the program that tests decibels of wireless card/router?

I work in IT but I forgot the name of a simple program that's been around and is grey with a bar graph chart that updates every couple seconds with the receiving signal strength.

It tests in decibels. I believe it had an antennae with red signals for icon.

I think you might be thinking about a program called NetStumbler.  It allows you to conduct wireless site surveys.  It will show you signal strength using a graph.  It also allows you to see access points with "hidden" SSID's.  It's a pretty good program; the only problem is it'll say any network with encryption turned on is using WEP (even if they're using WPA).  But considering it's free and works with most any WIFI card, it's a steal.
