  1. OBVIOUS ANSWER: well normally you'd just make do with "phosphorous oxide" but I guess you want to indicate which so a better answer would be...

    SIMPLE ANSWER: It is an oxide of phosphorous with a mixed P(III)P(V) oxidation number. So I would call it "Phosphorus(III,V) oxide" which is what you get if you search google for P4O7 (see source).

    BETTER ANSWER: But I guess to diffrentiate it from P4O8 and P4O9 which are also mixed you'd name it "tetraphosphorus(III,V) heptoxide".

    TOO MUCH: Since its inorganic I doubt you'd ever apply any of the more technical naming nomenclature. e.g. to indicate its has one P(V) terminal oxo-group (P=O) group for instance and that the other six Oxygens form phospho-triether bridges.
