What is the name of this horror movie?!?! Please help!?

I don't have much to go on here but here is what I remember...the scene was something like a ghost town in the west and I remember that a woman was outside a house looking into the window and in the house there were all these inbred/freak looking people and they had somehow got her baby and the baby was laying on the bed. There was one freak that was sitting in either a chair or wheelchair that couldn't move. It's sort of a newer movie, I'd say at least 2000.

Was it The Hills Have Eyes 2? There was a scene where the inbreads were in a military set up town that looked like it could be what you are talking about. Just a guess hope it helps.
