What is the name of this painting? Where can I find a similar frame?

Also where could I find a frame similar to that one for cheap? (under $100, new or old) please don't say thrift/antique store, I have already tried there.

There's no way you're going to find a frame like that for cheap. You're just not.

And even if you go to a framer's and look at samples to find something that has the same sort of feel to it, it's still going to be expensive to have the frame made, and it still won't be anywhere near as elaborate.

Frames--especially hand-carved, ornate ones--are insanely expensive. Even antique frames with chips and scratches and missing bits are expensive. Probably the only way to get that frame without spending thousands of dollars would be to carve and gild it yourself.
