What is the non-emergency line?

People tell me to call the non-emergency line what is it? I'm confused because I have prank callers and noisy Neighbors maybe I should call the non-emergency line but what is it what's it's #?

some citys have 311 as the non-emergency municipal services line.

if where you live doesnt have a 311 number then call the phone number for your local police department..

The non-emergency line is the main number to your local police station, usually listed in the front of your white pages telephone book.  There may often more than one police station in you city, so call the one that is closest to your location - you will get faster dispatch.  But that number is for "non-emergencies" and complaints.
