To be even more specific:

C = 100, D = 500

X = 10, L = 50

I = 1, V = 5

so when the lower number appears before the larger, you subtract that lower from the higher, but for some reason, that rule only applies with multiples of 5. Such as 90 = XC or 14 = XIV.
