  2. none, although there is only one tribe that has never surrendered to the United States, and they are the Seminole, during the Seminole wars, it is estimated that the US Spent more than 20 million dollars, which was a hefty sum at the time.

  3. There are a number of tribes that no peace treaty was signed with. The Cherokees are an example. In the early 1800s, the U.S. negotiated a treaty with leading Cherokees which led to the tribe being removed to Oklahoma. However, and this is recognized by a 1830 U.S. Supreme Court decision, the treaty was not negotiated with the Cherokee government, which had its capitol in New Echota, on the outskirts of present-day Calhoun, Ga. (the capitol has been partially rebuilt by Georgia park officials and lies across from a golf course, which covers a large percentage of New Echota. It is a moving experience to visit New Echota.)

    So even though there was a "treaty," it was not with the tribe. It would be like Mexico negotiating with Bill Gates, Warren Buffet, Al Gore, Sam Nunn and Trent Lott to purchase California. Those are powerful men in finance and politics, but they are not the government of the United States.

    This example was repeated numerous times. For instance, the government signed a treaty with Souix leader Red Cloud and then required all Sioux to abide by the treaty. So, over and over again in the history of the west, we see the United States signing a treaty with a section of a tribe and then imposing the treaty over the entire tribe.

    But, I think what you are looking for is the Seminole tribe. The Seminoles fought three wars with the United States in the 19th century and fought the wars to a draw. At the start of World War II, the United States tried to draft Seminoles for the Army. Many Seminoles refused the draft on the grounds that they were not United States citizens since the U.S. had never defeated them in battle.
