  1. Different scientists have different points of view on different topics.  If you are asking about the origin of the "Scientific Method" - it developed thru the thinking of Greek and other philosophers, scientists and thinkers.  It came to full bloom after the renaissance as men like Galileo, Copernicus, Newton, and many others tried to come to terms with what is the actual nature of the world.  IT is basically the idea that to get at this knowledge you examine nature directly, propose a hypothesis, then test that using experimentation until you either prove or disprove the hypothesis.  A proven hypothesis becomes part of scientific knowledge or a law of nature.

  2. I can't understand the question but the Kitab al-Manazir (Book of Optics) by Ibn al-Haytham is often considered as the first formal example of the use of the 'scientific method', making him the first 'scientist' in the modern sense. It was written in the year 1021.

  3. You really got to make you question clearer.  Are you talking about the theories of government?  theories of house painting?  Theory of evolution?  Theories of ocean fish?
