  1. PI Is 3.14 Times the 1/2 the diameter of 107ft. is 335.98 times the height of 32ft is= 10751.36     So if you buy enough paint to cover 10,755sq.ft you should cover it all, just don't spill any.

  4. are we talking about a tank with a circular cross-section and a diameter of 214'?  If so, the area of the sidewall would be (214*pi*32) = 21,500 sq. ft.  If this tank had a top, it would add another 36,000 sq ft.

    For a estimate of the amount of paint you need, Benjamin Moore has direct-to-metal exterior paints that are self-priming.  They have a theoretical coverage of 380 sq ft/gallon.  For just the sidewalls, it would take about 57 gallons at that coverage.  What you will actually get will depend on several factors, but 57 gallons should be in the ballpark.

    For the top and bottom, we use the Area of a Circle calculation (pi x radius x radius) 3.1416 x 107 x 107 = 35968.1784 rounded up to 35969 sq ft

    For the walls, we would use the circumference of a circle calculation (diameter x pi) 214*3.1416 = 730.7244 rounded up to 731 feet. We then take the 731 feet and multiply by the height (32') and we come up with: 731 x  32 = 23392 sq ft

    You will need enough paint to cover 23392 + 35969 = 69,361 sq ft if you are only painting the outside of the walls and outside of the top.
