What is the palest ethinicality in the world?

I'm welsh and have heard welsh is the palest race ( ethicalilty whatevers right) don't answer "white" thats obvious i mean like what nationallity (icelandic,chinese, etc)

GurlyGurl is right.  I am Celtic and have never seen anybody whiter than me.  Swedes are blonds but they like Germans tan much better than us Celts.

The word is ethnicity, and even within any particular one, there will be a range of skin colors and some would tan more than others. Sexual reproduction always produces variation, so even if you chose the most melanin-deprived group you could find, there would be individuals who won't fit the generalization you are trying to make and there would be people of other groups who would. Forgive the pun, but you are chasing a ghost.

who cares? im part black and yet white as a sheet as is my father,ethnic groups vary enormously in tone and features.

It does seem like people from Celtic backgrounds are the palest (with a lot of red, blond, and light brown hair).

Don't forget Sweden also has a lot of blond, pale people. Within Europe it seems like the palest are up north naturally, and the darkest Europeans are farther down south in Italy, Spain, Portugal, and Turkey.  France seems to have pale to medium skin tones but with the dark brown hair and eyes. Russians seem to be a real mix, there's the really dark, almost Inuit looking people and the light haired, skinned, and light eyed people. Pale skin and red hair could also descend from Germany as well.
