  1. I don't know the exact percentage but as education is mandatory in UK I would say most if not all.

Schooling is compulsory from the age of five until the age of sixteen in UK, so all children go to primary school except those who are prevented to do so because they have a serious illness or a grave mental disability. Even though the latter go to special schools whenever possible or they have visiting teachers who teach them at home.

    Over 90% of primary school children attend state schools. The rest  attend private schools. Very few are taught at home   when educated parents chose to teach their children  themselves or with friends, but this is extremely rare and there are controls to make sure that it is done adequately. So, effectively all children are educated at primary level except those who are unable to do so because of a very serious illness like CJD, or a mental handicap like total idiotism or subnormality. Even then, the latter receive special education.
