  1. Couch Potatoe

  2. It depends.  Baltimore City has initiated a City Watch program with cameras placed around high crime areas.  Cameras are monitored by light duty officers or retired police hired on contract.  Each police depatment decides who they want to fill the position whether police or civilian.

The photo unit of the crime lab reviews and enhances video footage from specific crimes.  This is a technical position that requires specialized training.

    Hope this helps.

  3. Depends, it can be the patrol officer doing an initial investigation. The investigator doing the actual investigation or possibly someone from the crime lab. In my dept all these positions are licensed police officers.
