What is the plan that is similar to a promotion plan, where you like go to an event and hand out some samples?

You can't just go to an event and hand out samples.  Companies pay to sponsor the event to be allowed to do so.  You should check out the event, and see if they have sponsorship information available - most do.

Otherwise, there are often local networking opportunities, in some cases sponsored by the local chamber of commerce, and they host 'business card exchanges" where you can go and make business contacts.  They usually accept sponsorships also.

Or your company can host an event, and then you can hand out all the samples you want.
