In the US we call them garter belts.

Stockings didn't used to have elastic in the tops.  So if you imagine taking a pair of pantyhose and chopping the legs off and then putting the legs on...well...there is nothing to hold them up! So you needed a garter belt.

I personally prefer to wear thigh high stockings myself rather than pantyhose and even though those usually have elastic in the tops to hold them up now I still wear garter belts to keep them from rolling down.  It is s**y but it is also easier to go to the bathroom and to adjust your undies if they ride up.  ^_-
