Andy T has it right. It is a flagstaff. The jackstaff is always on the bow or forecastle of a ship. When at sea and underway the ensign is flown from the steaming gaff above the flying bridge of a ship. The jack is never flown at sea. On a man-o-war when about to go into battle the ensign is hauled down and the battle ensign is ran up.

The jackstaff is in the bow and the flag thereon only flown at anchor.  The ensign is flown in the stern from the flag pole or staff.
