    There is no notion of greater Paris as is the case of many international cities. Paris is rather small and has clear geographical and political boundaries. So anything outside the "downtown" is not called Paris. Larger figures encompass the suburbs and further, but each of the surrounding towns has its own independent political administration and has nothing to do with Paris other than belonging to the same geographical region called Ile de France.
