    But the urban area of Athens extends beyond the administrative city limits with a population of 3.37 million. The area of Athens prefecture spans 412 km² and encompasses a population of 3,192,606.

    So the city of Athens is about 745,000, and surely you don't expect people to count a vast area of 412 sq km as its own? It clearly says that it goes beyond its administrative limits. What's the problem with it? And even then it's nowhere close to 5 million, more like 3.

    Geez take a look at other world cities and see their urban zones.

    For example Greater London is not exactly coterminous with London's built up area and a somewhat wider Greater London Urban Area has been defined and is used for mainly statistical purposes.
