When accidents or difficulties occur at the Takahama Power Plant, both the power plant and the Kyoto branch office of the Kansai Electric Corporation inform Kyoto Prefecture, Maizuru City and Ayabe city.
Disaster prevention action
In accordance to their local disaster prevention plan, Kyoto prefecture, Maizuru city, and Ayabe city assemble a disaster prevention head office, led by the governor and mayor, to start disaster prevention activities for your health and safety.
The situation and the information is delivered to you through TV, radio, PR car, Disaster Prevention Radio broadcast (Maizuru city), Off-Talk communication (Ayabe city), etc. It is delivered to ships through Maritime Safety Agency or fishing radio station.
What to do upon hearing an emergency public announcement
If an accident or problem occurs at the Takahama Nuclear Power Plant, you will be informed of the accident situation and how to proceed by Kyoto Prefecture, Maizuru city, and Ayabe city through PR cars, Disaster Prevention Radiobroadcasts (Maizuru city) and Off-Talk communication (Ayabe city). Humans cannot feel nuclear radiation, so one cannot recognize the level of danger. One has to respond calmly on the basis of reliable information from the government, Kyoto Prefecture, Maizuru city and Ayabe city.
Switch on TV and radio and listen to the information from the government, prefecture, city, etc.

Check the information from the PR cars, Disaster Prevention Radiobroadcasts (Maizuru city), Off-Talk communication (Ayabe city), etc, and respond calmly according to their directions.
* When special action such as evacuation is required, Kyoto city will give the order through PR cars, Disaster Prevention Radiobroadcasts (Maizuru city), and Off-Talk communication (Ayabe city).
* Please wait for subsequent directions.
Refrain from going outside and wait in your house until directions are given.

Your Response
When the direction is to ’evacuate indoors’
Enter your house, shut doors and windows. The amount of nuclear radiation will be minimal indoors.
* If you are outdoors, you should return to your house, wash your hands and legs, and refrain from going outside.
* Bring food, drink, and pets indoors.
* Listen to the information and directions provided by the PR cars, Disaster Prevention Radiobroadcasts (Maizuru city), Off-Talk communication (Ayabe city), TV, radio, etc.
* Don’t make enquiries by telephone. Refrain from using mobile phone. Refrain from making calls except in an emergency.
When the direction is ’evacuate to concrete building’ or ’seek refuge’
The direction for evacuation to a concrete refuge is issued early so that you have time to spare for evacuation, so please respond calmly.
* You can go to the meeting place on foot.
* The Disaster Measures head office provides sick and disabled people with an ambulance.
* Obey the directions of those in charge at the meeting place.
* You will move from the meeting point by bus. If you are to go by your car, please inform the supervisors.
* Vital necessities are provided by the refuge.
* The direction to proceed to the concrete refuge is issued early. Please respond calmly.
When children are in school and nursery school
When you have to evacuate indoors or to your local refuge, you will be informed through a Disaster Prevention Radiobroadcast (Maizuru city), Off-Talk communication (Ayabe city), etc, and schools will be directly informed by the Disaster Measure head office. In the area within 10 km of Takahama Power Plant, the schools or concrete refuges shall act as the meeting point. The schools shall protect the children according to the directions of the Disaster Measure head office. If there is time enough for people to evacuate after the accident occurs, the students can return home, dependent on the situation. However, if the student has been sent home and the direction to evacuate or to seek refuge is issued or their parents are not at home, they should stand-by in the school. You should tell your children that if an accident occurs when they go to school, return home, or play outdoors, they should listen to the accident situation report and directions by the PR cars, Disaster Prevention Radiobroadcasts (Maizuru city), Off-Talk communication (Ayabe city), etc., and act accordingly.
When in a crowded area
If you are informed of the occurrence of a nuclear emergency in a location where many people are gathered, you should listen to the information and directions provided by the PR cars, Disaster Prevention Radiobroadcasts (Maizuru city), Off-Talk communication (Ayabe city), etc, and respond in a calm manner.
Emergency items
You should arrange emergency items according to the situation and composition of your family.
Valuables:
Cash, certificate of title, bankbook, personal stamp, driver license, credit card, health insurance card, etc.
Emergency provisions:
Basic foodstuffs, drinking water, special-requirement food, etc
Medical articles:
Adhesive tape, bandage, salve, antiseptic, digestion medicine, analgesic, etc
Necessities:
Clothes (underwear, outer layers, socks, etc), soap, towels, toilet articles, cotton work gloves, rainwear, nappies, nursing bottle, milk, napkin, etc
Others:
Radio, flash light, batteries, medicine
Please check emergency items periodically.
In particular, food and drinking water have use-by dates, so you need to exchange them periodically. Disabled and aged people should have their doctor prescribe the necessary medicine and means of intake.

Contact and support provided by the Disaster Prevention head office is available for disabled people in the event of an emergency.
