  1. I don't know if there are different insurance policies for different states (we live in Iowa). Our Progressive policy didn't up our premiums when our oldest son got his school permit. They didn't go up until he actually got his license when he turned 16. Our premiums then went from $68 to $134.

The laws may vary from state to state, but as far as I know, a permitted driver is actually covered under the driver who is sitting in the front seat next to them.  Since they are not licensed drivers, they are not eligible for insurance.  The licensed driver must have his/her own insurance and if the permitted driver gets into an accident, the licensed driver's policy (and the owner of the car's policy) would be the ones in question.  Then it becomes an issue of who is at fault.  So, to answer your question, because a student driver really isn't eligible for insurance, there is no cost.  Once you get your license you will have to pay for a policy to cover whatever car you drive.
