the cost of the charge would depend on how many batteries the car has, however a 5 watt solar panel will charge a 12v battery in 8 to 12 hours.

How do you "fuel" an electric car?  Electric cars don't use fuel.

Fueling the car is free.  Entirely free.  The cost is for the car, solar array, and batteries.  Basically, the car runs on batteries, just like an electric car that is charged by plugging it in, except it never has to be plugged in - the solar array generates the electricity that charges the batteries.  Here are some sites with relatively inexpensive solar "cars".  Keep in mind, the heavier the car, the more power needed to move it, so these vehicles are pretty bare bones.
