What is the procedure for getting UAE embassy attestation on Degree certificate issued from Tamilnadu?

You have to first get the seal on the certificates(attestation) from NOORKS-ROOTS, but in tamilnadu i think they don't have that facility instead you should submit your certificates at the secretariat and they'll send the certificates to the universities for verification and they'll stamp the seal.

After this you need the external affairs seal,which you can get through the service of secretariat or you can go directly to Delhi.

And finally you have to submit the degree certificate at the uae embassy to get the attestation  and translation done.
