  1. My family lives in the United States and they are US citizens.

    When they wants to visit Vietnam, they usually contact the Embassy of Vietnam based in Washington DC and pay a small fee to get their visas. This way you don't have to pay extra to the travel agent.

    I would tell your cousin to contact the Embassy of Vietnam in France. They will tell you the procedure.
