  1. In the past, common practice was to design the work zone and traffic control to minimize the impact of the work on traffic flow.

Unfortunately, this practice can give drivers an understated sense of the inherent dangers in work zones and result in unsafe driver behavior, including excessive speed, unsafe lane changing, and aggressive driving through work zones.

Engineering measures typically involve designing the work zone to give the reasonable and prudent driver the feeling that he/she needs to slow down to the posted speed limit to safely negotiate the work zone.

Width restrictions and lane shifts are the most commonly used measures to reduce speeds. Such measures should be implemented to result in a safe and controlled speed reduction.

Motorists should be given adequate advance warning as they approach construction or a change in travel path to avoid sudden deceleration and the resulting increased potential for rear-end collisions.

A clear area or buffer space should be provided at the beginning of any constriction or changed in travel path to allow an errant vehicle to recover safely without encountering workers or equipment.

  2. Basically it is DON'T lane shift.

When you see the construction zone ahead of you, get into the lane you need to be in, STAY IN IT, and carefully adhere to the lowered speed limits for the worker safety.

  3. Evidently the National Traffic Safety Board has recommended a national standard be adopted, but this hasn't happened yet.

I would recommend your checking the website of the state regulatory agency that issues driver's licenses in your state. If you're taking driver's ed, it may also be in whatever your state's equivalent is to Ilinois' Rules of the Road.

Sorry I can't be more help.
